Maxis and China Mobile International launches CMLink MVNO in Malaysia

Maxis Berhad (Maxis) has announced a new partnership with China Mobile International (CMI) to launch CMLink, CMI’s Mobile Virtual Network Operator (MVNO) business in Malaysia. This partnership was formalized during the China Mobile SEA Cooperation Conference in Kuala Lumpur on August 13, 2025. It strengthens the ongoing teamwork between CMI and Maxis to boost growth and innovation in the telecom industry.

CMLink will use Maxis’s well-regarded nationwide network, providing a smooth voice and data experience with 4G and 5G. Maxis is excited to support CMI’s network needs with its advanced network capabilities, which combine a wide fibre infrastructure with a modern mobile network. Maxis’s network quality has been recognized worldwide for speed and user experience.

This partnership marks CMI’s first MVNO operation in Malaysia and expands CMLink’s global presence after its launches in the UK, Singapore, Japan, Thailand, and Italy. Key features of CMLink include 1CMN (one card, multiple numbers) and services for sharing data between China and Malaysia. These features are designed for students and professionals living in or traveling to Malaysia, helping them stay easily connected.

This collaboration builds on the long-term relationship between Maxis and CMI, highlighted by a Memorandum of Understanding (MoU) signed in August 2024 to promote 5G projects and encourage digital innovation. This partnership is essential for Maxis’s goal of supporting the MVNO ecosystem in Malaysia and shows its willingness to help innovative partners in this area.
